The Early Intensive Developmental and Behavioral Intervention (EIDBI) benefit provides treatment for people with Autism Spectrum Disorder (ASD) and related conditions. Treatment is based on proven methods, and the values, culture and preferences of the person and family. For full information, see the EIDBI Benefit Policy Manual on the Minnesota Department of Human Services website. EIDBI services help people to: * Interact with others * Learn and play * Decrease interfering or unwanted behaviors * Build independence * Participate in family, school and community life EIDBI Services may include: * A Comprehensive Multi-Disciplinary Evaluation (CMDE) to evaluate or confirm a diagnosis of ASD or related conditions * Individual, group and high level support need therapy * Education, training and support for families and caregivers * An individualized plan of service that outlines the goals, intensity and duration of services a person is recommended to receive * Care conference meetings to coordinate across service providers and with the family * Observation and direction to determine program modifications * Travel time to provide in-person EIDBI services EIDBI services may be provided in a center, clinic, home, office or community setting, including the school. Some EIDBI services may also be provided via telehealth. Ask your EIDBI provider about what the specific services they offer, treatment methods provided, locations served, what healthcare plans they accept and if they have a waiting list.

Clients with children or caregivers in their home can also receive additional meals for their family members depending on funding. A Financial Management Service (FMS) provider provides fiscal management services to people who are self-directing their services. As the person's fiscal agent, FMS providers help support people to fulfill their responsibilities in being the employer of their workers; paying vendors and suppliers; and the billing and bookkeeping of self-directed service funds. This agency also assists in: * Ensuring that what the person spends his/her funds on follows the rules of the program and the lead-agency-approved plan * Helping the person obtain workers' compensation * Educating the person on how to employ workers * Documenting and reporting all spending of program funds * Initiating background studies for workers * Filing federal and state payroll taxes for workers on the person's behalf FMS providers are experts in accounting and finance, and employment regulations and practices. These agencies are accountable to several state and federal agencies including: the Minnesota Department of Labor, the Minnesota Department of Revenue, the Minnesota Department of Employment and Economic Development (DEED), the United States Department of Labor, and the Internal Revenue Service. A Personal Care Assistant (PCA) is a trained worker who helps people that need support to take care of their day-to-day activities and who are on a state program (Medical Assistance, waiver programs, or Alternative Care). Personal assistance services help individuals live and work within their own communities. PCAs help people who need support to take care of daily living needs because of disease, a disabling condition, or complications related to aging. Personal care assistance services must be deemed medically necessary as determined by an assessment. The assessment must find that the person needs help to complete at least one of eight activities of daily living or exhibit Level 1 behavior. The four categories of services that a person can receive assistance in are: * Activities of Daily Living: eating, toileting, grooming, dressing, bathing, transferring (such as getting in and out of bed), mobility, and positioning * Health-related functions, which, under state law, can be delegated or assigned by a licensed health care professional to be performed by a PCA * Instrumental Activities of Daily Living: meal planning and preparation, managing finances, shopping for essential items, performing essential household chores, communication by telephone and other media, and participating in the community * Redirection and intervention for behavior including observation and monitoring If you are enrolled in Medical Assistance, a waiver program, or Alternative Care, there are two possible ways that you may receive PCA services in Minnesota: * You may select an individual worker (where you are responsible for hiring, supervising and firing) * You may hire a home care agency who selects and oversees your worker If you choose to hire your own workers, you will also choose a PCA Choice provider (usually a home health agency) as a fiscal intermediary. The PCA Choice provider is responsible for billing the Department of Human Services (DHS) for PCA services and paying your PCA workers. PCA has begun transitioning to Community First Services and Supports (CFSS). Individuals currently using PCA will transition to CFSS at their next reassessment. However, the majority of clients are Vietnamese Americans because of staff's ability to communicate with in their native language.

A support worker is someone trained to help people that need support to take care of their day-to-day activities. Support workers help people live and work within their own communities. These support workers help with daily living needs because of disease, a disabling condition, or complications related to aging. Activities they can help with include: * Daily living activities * Health related activities * Behavior observation and monitoring Community First Services and Supports (CFSS) provider agencies support people eligible for CFSS who select the CFSS agency model by employing their workers and performing all employment tasks such as: recruiting, hiring, training, supervising and evaluating support workers (they do not support individuals in the CFSS budget model). The individual receiving care is still responsible for directing their own care and has a say in selecting their support worker, setting worker's schedules and can participate in the training and supervising of their support worker.

Mental Health Clinics provide outpatient mental health services for individuals with mental or emotional disorders, and other psychiatric conditions. Services include: * Intake and case assignment * Mental health evaluation including assessment and diagnostic process * Treatment planning * Counseling services, consultation and individual therapy case review * Access to emergency service * Access to hospital admission Some providers also provide rehabilitative mental health services, and some may also provide services to persons with developmental disabilities, alcoholism or substance abuse. Mental Health Clinics also provide educational, informational, and preventive services to the community. The mental health team includes: * Licensed physician who has completed an approved residency program in psychiatry * Doctoral clinical, counseling, or health care psychologist * Clinical social worker with a master's degree in social work from an accredited college or university or clinical psychiatric nurse with a master's degree MORE INFORMATION Provides: * Therapy services for all ages * Recovery services for individuals and families navigating substance use and recovery * Assertive Community Treatment, for Southeast Asian adults living with mental illness * Targeted Case Management for adults and children
