Privately owned building that provides low-income housing to people with disabilities who are eligible
Privately owned building whose management contracts with either the U.S. Department of Housing and Urban Development (HUD) or the Minnesota Housing Finance Agency to receive rental subsidies
This type of property is sometimes referred to as "Project Based Section 8 Housing." Property owner/manager must follow HUD regulations. The government gives funds directly to the apartment owners, who lower the rents they charge tenants with low-income. This type of affordable housing requires at least one resident in the apartment to have a disability. The rental amount paid by the resident is determined based on the resident's income. Some units have a low, fixed rent amount.
HUD requires rental housing to provide Equal Housing Opportunity. HUD enforces the Fair Housing Act. More information available online.

Supportive Housing gives families access to housing stability, family support services, agency referrals to address mental health and chemical health needs, parenting education, and community building activities.
Through referral services and partnerships with other community-based services, Supportive Housing residents gain access to job development training and placement services, financial literacy education and asset development, independent living skill development, landlord/tenant education, and access to community social events.
Model Cities has two Supportive Housing Programs:
* Sankofa: for youth and young adults ages 17-25 who are either pregnant or parenting a child under the age of 3 years old
* Families First: for adults over the age of 25
Both programs serve single-parent households who have lived in emergency shelters, on the streets, in transitional housing, or in places not meant for human habitation; and who have incomes at or below 30% Area Median Income (AMI).

Works with homeless people living on the streets or in shelters to try and connect them with services
Program where staff or volunteers interact with people who live on the street, build relationships, try to identify immediate needs and provide information about longer-term support services.

The Homeless Project serves individuals in Duluth who are homeless and have a mental illness. Many of those they serve also have health problems and substance abuse issues.
The project provides community outreach to locate homeless persons, and assist them to obtain and keep permanent housing.
